A Capability-Building Program for Middle-Level Administrators in Educational Secretarian Institutions

Synopsis

The present study generally aims to determine the management skills practiced by the Middle- Level Administrators in Educational Sectarian Institutions and how challenges in their roles contribute to the application of new skills. This study serves as the basis of a capability building program for future administrators, school heads, especially Middle-Level Administrators, to enhance their management skills, improve school performance and ensure effective school management.  A descriptive method of research was used in this study, utilizing both quantitative and qualitative data from modified management survey questionnaires and interview responses to evaluate and re-examine the management skills of the Middle- level Administrators and to answer specific problems. This study involved the participation of three  (3) Educational Sectarian Institutions in Luzon, consisting of fifty (50) respondents, who hold middle –level administrative roles. The researcher adapted the instrument of an assessment survey questionnaire from the study of Mr. Andrew Tan, which was modified according to the theory of Katz on the managerial skills: human, technical and conceptual. The modified survey questionnaire was validated by experts and was used to collect data, which were treated statistically using MS Excel to tabulate and compute the mean and weighted mean for analysis and interpretation. Results of the present study served as basis for developing a capability building program that may be implemented to improve the current level of management skills of middle-level administrators in educational sectarian institutions. Findings of the study revealed  that middle-level administrators have very strong management skills with high results. All sets of skills obtained high results and are numerically close to each other. However, the study revealed that common management issues/concerns such as time management skills, interpersonal skills, communication skills, professionalism, technical skills, personality development and functional skills--in particular mentoring and coaching, arise. Moreover, based on Katz’s theory on managerial skills, human, technical and conceptual management skills of the Middle-level Administrators, though evident and applied, may still be enhanced, making them more effective and efficient. Time management skills on the technical level was ranked least, therefore, requiring significant attention. These findings were also considered in laying down recommendations. The capability-building program of this study was designed as a modular in service training geared towards the development of leadership and management potentials and abilities of Middle-level Administrators. This will ensure quality and effective school management and improved school performance. This study will leave a mark in building, boosting and becoming agents of excellence in management and administration in the education sector. Therefore, the implementation of the proposed program is beneficial to all educational institutions.
