A Proposed Systems Framework for Higher Education Institutions Scholarships and Financial Assistance Programs

This study aimed to develop a proposed systems framework for higher education institutions’ scholarships and financial assistance programs. It employed the descriptive developmental design triangulated by data from interviews and observations. Specifically, the descriptive survey method was used where participants answered questions administered through a questionnaire and asked through interviews. The quantitative phase of the study involved determining the level of effectiveness of the management of scholarships and financial assistance programs (SFAPs) in terms of physical structure/facilities, staffing, policies, and procedures. It also identified the services rendered by the office for Scholarships and Financial Assistance (OSFAP) in the respondent universities. The problems encountered by the respondents in the coordinating process of SFAPs and the solutions they offered were also analyzed. The Survey Questionnaire for Scholarship Coordinator was administered to the scholarship coordinators of the three (3) respondent universities in the National Capital Region (NCR). For the qualitative data, interviews were conducted with three (3) scholarship coordinators, five (5) donors and 116 scholars in order to determine the services rendered by the OSFAP to both the donors and the scholars. Problems encountered by OSFAP with the donors and the scholars and how these were resolved were also looked into.
